In the background of Pakistan – China relations, e-commerce has become an important supporter of mutual cooperation, improving physical infrastructure projects under the China-Pakistan Economic Corridor (CPEC) and the broader Belt and Road Initiative (BRI). Through international e-trade, both states are improving economic connections and promote long term development. This growth has increased economic integrity by expanding trade volumes and varying commerce, unlike old trade methods, which frequently focuses on a restricted range of goods and firms on global online trade. As a result, Pakistan-China trade is becoming more strong, elastic and enhancing long term economic ties.

I trust that Pakistan marks pivotal point of strategic reflection. The synthesis of the China-led Digital Silk Road, expansion of internet diffusion and functional internal push for digital policy could turn online commerce from specific sectors into core driver of jobs and equitable growth. The commitment will not be inherent, it will rely on how Pakistan and China integrate, not just doing projects but building confidence, structural base and guidelines that build global trade expected and just. China’s DSR(Digital Silk Road) is so far locating internet forum and resource coordination as the soft infrastructure of BRI. For Pakistan, it offers various opportunities.

– opportunity to use China’s huge platforms that can give Pakistani enterprises(SMEs) a route to customers worldwide without huge expenses.

– DSR expenditures can speed up rigid and gentle digital structures that can decrease duration of good takes to shift from source to target location.

The economic logic is persuasive. Pakistan’s SMEs account for the huge portion of jobs and could benefit unequally from platform access that gathers discovery, distribution and delivery into collection of business tools.

Yet the barriers are complex. Pakistan’s e-commerce fitness has falling behind competitors due to billing issues, consumer trust and IT understanding. National surveys show that fast internet and software uptake have enhanced but the core issues like frequent use of COD (Cash on Delivery), poor dispute resolution and unregulated business procedures still harsh cross-border growth. Pakistani sellers still prioritize domestic channels rather than digitally driven exports and consumer remains careful of global settlements.

So, what should Pakistan do quickly to convert DSR initiative to secure enduring profits?

– speed up policy update that the government has showed through its growing e-commerce policy on domestic opportunity for digital transactions, security of consumers and efficient clearance for low value exports.

– establish discussions for strategic collaborations, logistics nodes in Gwadar or Karachi that connect with China’s distribution network, digital finance test initiatives that link transactions while respecting Pakistan’s monetary control and combine technical programs for Pakistani exporters on prices and cross-country client services.

– Build the trust. Consumer’s security, seller verification and fast issue solving are as crucial as rapid shipping. Building trust reduces the use of cash on delivery, which in turn makes online settlements and structured business records.

Opportunities

The company formally introduced the so-called Innovation Corridor with the filling with 5G/6G and cloud computing technology as the priority and the creation of joint AI laboratories in the framework of the phase II of CPEC. The Pakistani SMEs will be incorporated into the Chinese supply chains through this infrastructure.

Government to Government (G2G) Special Economic Zones are in Karachi and Islamabad where Chinese electronic and textile companies are welcomed. These areas also are going computerized to enable Intelligent Manufacturing where real time account of the inventory between the Chinese base and the 2012 factories in Pakistan is accounted.

Customs digitalization of the Khunjerab Pass and PEACE (Pakistan and East Africa Connecting Europe) submarine cable operation has reduced the delay in transmission of the data that can now be used to complete financial dealings in the country in real-time.

It has the opportunity of Sandbox effect (government allow to operate on limited rules) for growing economies like Pakistan. By limited working, Pakistan can check new e-commerce regulations such as digital customs checking. This reduces policy risk and allows evidence-based regulations.

The other opportunity is Algorithm Market Intelligence (analyse the market trends). It will help in understanding pricing behavior and effects of tools. Pakistani exporters can use this data to redesign export plannings, product type and shifting trends.

Pakistan can position itself on currency digitalization alignment, which reduce its dependency on old correspondent banking. This could provide opportunity to get cross-border deposit policies. This can improve its global commercial face. This soft power gain is subtle but precious for getting future investments, partnerships and trust.

Challenges

The Internet penetration will reach a 45.7 percent (116 million users) in early 2025 yet in the countryside the access will be disconnected. The indicator of the insufficiency of the trust to the online payment methods is the existence of the high level of COD. This is a complicated diplomatic and technical challenge to ensure that e-Commerce Policy 2.0 (2025-30) is aligned with the harsh data localization legislation in China. In the mountainous or underdeveloped areas of Pakistan, the high cost of the e-commerce delivery to the final-mile will eliminate the cost incurred.

The DSR connective tissue is digital platforms. One of the biggest platforms of 2025 that reshape the flow of the goods and information is:

• Chinese giants are also gaining momentum in Pakistan, in terms of its marketplace and as a supplier of logistics. With the Alibaba and the local logistic merger, the Pakistani agricultural export (cherries and seafood) to the Chinese Tier-1 cities has been completed in less than 48 hours through the so-called Green Channels.

• Fintech Evolution: Interoperability of cross-border payment through Chinese digital wallets (AliPay/WeChat Pay) and Pakistani equivalents (such as Raast and Easypaisa) has already started replacing the more sluggish banking rails. AI and DeepSeek Integration: it is suggested that AI models developed in China will be presented in the middle of 2025 and the logistics of the CPEC will be simplified to predict the tendencies in demand and control the flow of goods along the Karakoram Highway to minimize the impact of weather and other factors on it.

The DSR is focusing on fiber optic cables and data centers but it also needs strong and transparent rules, competition in market and protection from rackets. With reforms in governance and powerful policy making, only infrastructure cannot ensure fair exports. The framework should be redefined to prioritize SME obtain, especially for Pakistan by easing onboarding rules. Policies should ensure that local businesses should not undermine by big podium.

Conclusion

The DSR is providing the direction of e-commerce policy in both Pakistan and China by using digital trade into mutual corporation. Not only physical connection, the DSR prefers online coordination and tech-driven facility. It holds potential to redesign e-commerce cooperation but it’s long- term success depends on practical policies.

For China, the DSR serves as policy tool to rationalize its digital economy. China’s experience in directing vast online ecosystems has spoken its international coordination with neighbor states such as Pakistan. Through policy discussions and collaborative structures, China promotes levels related to e-payments, online governance, electronic contracts and logistics. These steps help Chinese e-commerce firms operate more evenly outside the borders while supporting China’s influence over growing electronic norms in the region. Pakistan’s e-commerce policy is being reorganized through DSR led cooperation by supporting shift from separate regulations toward a joint digital structure.

Written By: Ms. Maheen Sultan, a Participant of ICSF-UoS Fellowship Program 2025-26 at University of Sargodha The revolutionary breakthrough in the field of E-commerce has raised as a catalyst in the economic world and changed old trade patterns.
